The Administration Department is comprised of the City Manager, City Clerk and City Attorney. 

Individually and collectively, these individuals strive to provide professional service and assistance to the City Council, City Departments, the media and the public. The City Manager and City Clerk are part of the City’s Management Team along with the other City Department Heads. It is the Administration’s goal to carry out the objectives of the City Council.


City Manager

Tim Kiser

City Council appoints the City Manager, who is responsible for implementing and carrying out the policies of the Council. The City Manager supervises operations, directs departments and services, and enforces the laws and policies as adopted by the City Council. Under the leadership of the City Manager, city staff strives to fulfill the Mission, Vision, and Values of the City of Grass Valley.


City Attorney

Michael G. Colantuono

The City Attorney is the City’s Chief Legal Officer and as such is the legal representative of the City and advisor to the City Council, Boards and Commissions, City Manager and all City Departments.  The attorney provides general counsel to the Grass Valley Redevelopment Agency and the Capital Improvements Authority. The City Attorney position is a part-time executive position appointed by the City Council.

Deputy City Clerk

Taylor Day

The Deputy City Clerk is committed to providing professional service and support to the City Council, City Departments and citizens of Grass Valley. She acts as the Executive Assistant to the City Manager and secretary for the City.
