City Council appoints the City Manager, who is responsible for
implementing and carrying out the policies of the Council. The
City Manager supervises operations, directs departments and
services, and enforces the laws and policies as adopted by the
City Council. Under the leadership of the City Manager, city
staff strives to fulfill the Mission, Vision, and Values of the
