Payment Options

Water/Sewer payments can be mailed to: P.O. Box 1320 Suisun City, CA 94585

Payments can also be left in the secure drop box located in the City Hall parking lot at 125 E. Main Street, Grass Valley (24 hours a day, 7 days a week).

Payments can be made online without setting up an online account via credit/debit card or you can set up an online account where you can view and manage your water/sewer account (set up autopay via credit/debit card, update contact info, etc.)

Service Area

The City of Grass Valley provides sewer service to all properties within city limits.

Water service is provided by the City and Nevada Irrigation District (NID), depending on the location of your property.

Account Discontinuation

Please select one (1) of the options listed below.

Requested date cannot be made retroactive and must provide a minimum of one business days’ notice. Please note that it is unlawful to voluntarily shut water off on a building that is occupied. As the legal owner (or authorized agent) of the property to be discontinued, I hereby order in writing, the discontinuance of water for the location listed above by method of locking off the water meter as of the date requested here or the date this application is submitted to the City of Grass Valley, whichever is later. I understand that there will be a $23.00 shut-off fee added to my account for this service as well as a future turn on fee of $23.00. I also understand that all charges for water and sewer prior to the turn off date are charges for which I am liable. If any water and sewer bill for this address is not paid, the service may be discontinued with penalties added, a lien may be placed against the property, or other legal steps will be taken as necessary. Please be advised that it is unlawful for any person, except authorized City employees, to turn water off or on at the City meter. Tampering with City equipment will result in fees being applied to the property water bill and non-payment of these fees will result in the service being disconnected. Personnel are available to turn the water back on Monday-Friday from 8:00 AM to 4:00 PM with 24 hour notice. Please plan accordingly. I state under penalty of perjury that I have read and understand all information herein and that this discontinuance is voluntary. I also contend that there is not a tenant occupying said residence and that the house will be vacant on the date I have requested to discontinue service.

Low Income Discount

The City of Grass Valley Resolution No. 91-195 allows for a 15% discount on the standard residential rate for eligible water/wastewater utility customers. To be eligible for this discount you must meet the following qualifications: • Applicant must be authorized on the service address utility account. • Applicant must live at the service address. • Applicant may not be claimed as a dependent on another person’s income tax return other than your spouse. • Applicant may not share a water meter with another residence. • Applicant must qualify under the income requirements below. The combined household income must be no greater than that specified in the chart below based on the number of household members. The Annual Household Income is 150% of the current federal poverty levels as of January 2022: Number of Household Members / Annual Household Income: 1 / $ 20,385 | 2 / $ 27,465 | 3 / $ 34,545 | 4 / $ 41,625 | 5 / $ 48,705 | 6 / $ 55,785 | 7 / $ 62,865 | 8 / $ 69,945 | Add $ 7,080 for each additional person. Gross income includes, but is not limited to, the sum of all wages, Social Security, welfare, pensions, unemployment, workers compensation, child and spousal support, public assistance, interest/dividends, etc. for all residents living in the household, excluding members under the age of 18.

If you qualify for the PG&E CARE Program, you can provide a copy of your PG&E bill demonstrating you are on the CARE program, and you will qualify for the City’s Low Income Discount. This is an alternative option to providing the IRS 4506-T Form and other information requested below.

I understand that the information provided on this application and the IRS 4506-T Forms will be used to verify and determine eligibility for the Low-Income Discount rate. I hereby authorize the City of Grass Valley to verify the information provided with any source. I understand that I will be required to reapply and verify my income annually to continue participation in this program. I also understand it is my obligation and responsibility to report any increases to my household income and should my household income exceed the income qualification level, my participation will be canceled. By providing my name below, I declare under penalty of perjury that I agree to the above and that the information on this application is true and correct.

New Owner

As a new owner, please be aware that the City of Grass Valley ordinance states that all unpaid sewer and/or water bills are attached to the property. Therefore, please call customer service at (530) 274-4350 to verify that all prior customer accounts on your new property have been paid in full and that there are no liens on the property tax rolls. Property owners are legally responsible for all past balances even if the fees were incurred prior to your ownership. By completing this application, owner has read and understands their liability and hereby agrees to be liable for the cost of all water and/or sewer supplied to the property cited above and understands that if said water/sewer bill is not paid, the service may be discontinued, a lien may be placed against the property, or other legal steps may be taken as necessary.

New Utility Installation

As a new owner, please be aware that the City of Grass Valley ordinance states that all unpaid sewer and/or water bills are attached to the property. Therefore, please call customer service at (530) 274-4350 to verify that all prior customer accounts on your new property have been paid in full and that there are no liens on the property tax rolls. Property owners are legally responsible for all past balances even if the fees were incurred prior to your ownership. The owner has read and understands the above and hereby agrees to be liable for the cost of all water and/or sewer supplied to the property cited above and understands that if said water/sewer bill is not paid, the service may be discontinued, a lien may be placed against the property or other legal steps may be taken as necessary. The owner hereby agrees to pay the actual costs of the water meter service line, water meter (size as indicated above and restocking fee if size indicated above is incorrect) and/or sewer connection installation performed by the City of Grass Valley. Upon completion of the installation, refunds will be sent to the payee.

One-Time Leak Adjustment

Non-beneficial use of domestic water: A one-time only adjustment for non-beneficial use of domestic water may be granted by the Director of Finance if no adjustments have been granted in the last 5 years and it is deemed that the usage is unusually large. Unusually large usage shall be defined as at least 2-1/2 times the usage for a comparable period. Adjustment Procedure: The normal usage for a comparable period shall be subtracted from the total actual usage. A credit shall be calculated on the difference using the prevailing usage rate of the account. All qualifying adjustments will be applied to the account as a credit. Applications for one-time adjustments must be submitted within 2 billing cycles of the non-beneficial usage. Adjustments will only be made for non-beneficial usage within the previous 2 billing cycles. Please return this completed application to City Hall and allow 30 days from our receipt date for processing. Incomplete applications will be denied. Additional Requirements: If the service address is a business on Nevada Irrigation District water, you must first qualify for a water adjustment with NID and provide the City with a copy of their adjustment Form 4-E.2 along with this application.

As the legal owner of the property listed above, understand that filing for a One-Time Adjustment is NOT an extension of time to pay my bill, and I agree to pay the equivalent of the last bill prior to discovery of non-beneficial usage. I understand that if I do not pay this minimum amount by the regular payment deadline I may be subject to a $64 Door Hanger Fee and interruption of service. I agree to accept this adjustment and understand no further adjustments will be allowed within the next 5 years.
