Credit/Debit Card and eCheck Processing Fees

The City of Grass Valley now passes payment processing fees directly to customers who choose to pay with credit cards, debit cards, or eChecks.

Why is this change happening?

  • Electronic payment methods, while convenient, generate fees charged by third-party processors (Visa, MasterCard, American Express, etc.).  Passing these fees to the customer ensures the City’s funds are used to support essential public services rather than bank and credit card processing costs.

How much are the fees?

  • A percentage of the transaction amount (typically 2.0% – 3.5%)

Who receives the fees?

  • These fees are collected by third-party payment processors.  The City does not retain any portion. 

How can I avoid fees?

  • No-fee payment options remain available:
    • Cash or check (in person)
    • Mailed check
    • Automatic bank draft (ACH)

How can I enroll in an automatic bank draft?

  • To enroll in an automatic bank draft, please call Grass Valley Utility Billing at (530) 274-4351, email ub@cityofgrassvalley.com, or visit City Hall at 125 E Main St. You will need to provide an account number, routing number, and the name on the bank account.
