The purpose of Grass Valley's Downtown Strategic Plan is to maintain and enhance the diversity of the Downtown's economic base for local residents and visitors, expand employment opportunities for all residents and to maintain and enhance the quality of life. 

The recommendations contained within the Plan will be used by the City, community groups, businesses and the public as an approach to strengthen the economic vitality of the Downtown.

The Downtown Strategic Plan was approved by the City Council on August 26, 2003 through Resolution 03-44.
