South Auburn Street Master Plan


The "South Auburn Street Master Plan", was adopted by the City Council on October 25, 2005. The intent of the Master Plan is to provide the City, property/business owners and the community with a vision and tools for enhancing the economic vitality, development pattern and pedestrian qualities within the Study Area. It outlines a phasing strategy, along with a recommended implementation program. Redevelopment will occur through a cooperative effort of both the public and private sectors.

Update on Water and Sewer Study and Proposed Rate Adjustments


The City has been analyzing utility rates for the past year in order to bring revenues in line with increasing costs. Bartle Wells Associates (BWA), an independent financial consulting firm, was hired in September 2004 to assist the City with this process. BWA, in conjunction with staff and Fee Committee Members has reviewed the data and recommended rate adjustments to City Council. Once adopted the rate adjustments go into effect January 1, 2006.

Copies of the Water and Sewer Financing Plans and Rate Studies are available for review during business hours at Grass Valley City Hall and online at www.cityofgrassvalley.com. If you have questions contact the Finance Department at 274-4300.


Colfax Avenue Infill Study Update


The "Colfax Avenue Infill Study", which includes the buildings fronting Colfax Avenue, easterly of Highway 49/20 to Park Street, evaluates development options to stimulate the economic vitality of the neighborhood.

Three public workshops were held to help identify development opportunities and redevelopment options for this area. The Study will be presented to the Planning Commission and City Council in the winter of 2006.
