Chapter 9.18 REPEAT JUVENILE OFFENDERS
Section 9.18.020 Definitions.
For the purposes of this chapter, the following definitions
shall apply:
"Knowingly" means, after being previously advised
by an officer of the Grass Valley police
department, a parent or guardian having custody or care of the minor allows the minor to become
a repeat juvenile offender as defined herein.
"Minor" means any person who has not yet attained
the age of eighteen years as further
defined in the California Family Code Section 6500.
"Repeat juvenile offender" means any minor who
is cited and found responsible for three or
more violations of the Grass Valley Municipal Code, specifically sections: Section 9.12.010
trespassing, Section 9.14.040 unlawful presence, Section 10.64.030 skateboarding, Section
12.16.010 obstructing a public way, Section 12.32.050 improper conduct in a park or recreational
area, Section 12.32.055 violation of special regulations pertaining to Elisabeth Daniels Park, and
Section 12.32.070 entry into a public park or recreation center after dark without a permit, during
any consecutive twelve-month period.
"Reasonable effort" means the exertion of effort
demonstrated by action or conduct by the
parent or guardian which a reasonable person would find to be sufficient to curtail the illegal
activity of the minor. (Ord. 536 § 1 (part), 1996)
