Chapter 9.18 REPEAT JUVENILE OFFENDERS
Section 9.18.010 Findings.
The city council finds and declares that problems associated
with minors committing multiple
violations of the city's municipal code creates an undue burden and hardship on city resources
and the community.
The city council is charged with the responsibility of protecting
this community from those
minors who are at risk of committing more serious criminal conduct.
By adopting this chapter council intends to focus on parental
responsibility as the primary
deterrent to such juvenile misbehavior.
The city council finds and declares those minors who receive
and are found responsible for
three or more violations of the Grass Valley Municipal Code, specifically violations of the
following sections: Section 9.12.010 trespassing, Section 9.14.040 unlawful presence, Section
10.64.030 skateboarding, Section 12.16.010 obstructing a public way, Section 12.32.050
improper conduct in a park or recreational area, Section 12.32.055 violation of special
regulations pertaining to Elisabeth Daniels Park, and Section 12.32.070 entry into public park or
recreation center after dark without a permit, during any twelve-month period are hereby
classified as repeat juvenile offenders.
It is further declared that the parents or guardian of any
minor classified as a repeat juvenile
offender shall be issued a citation for knowingly allowing such minor to violate the provisions of
