Where the ambient noise level is less than designated in this section, the respective noise levels in the section shall govern:

    45 dbA    8 p.m. to 7 a.m.    residential

    55 dbA    7 a.m. to 8 p.m.    residential

    65 dbA    anytime    commercial

    70 dbA    anytime    all other zones
