The city administrator is empowered and directed to administer the provisions of this article, subject to such rules and regulations consistent herewith as may, from time to time, be established by the city council. The city administrator shall further administer the provisions of this article subject to the terms of any agreement entered into by the city pertaining to refuse collection and/or recycling, as such agreements may from time to time be amended. In the event that any provision of any such agreement is inconsistent with any provision of this article, the terms and conditions of the agreement shall prevail. (Prior code § 11-22)
