The health officer, with the approval of the city council, shall have the power to establish sanitary rules and regulations governing the collection of garbage, rubbish and waste matter in the city. Such rules and regulations, when published, shall become a part of this chapter, and any person violating any such rules shall be subject to the penalty provided for the violation of this chapter.
