Garbage service collection fees, charges, and rate schedules shall be established and fixed by resolution, and may be amended from time to time, upon majority vote of the city council. The fee schedule shall be the only basis upon which garbage, rubbish or waste matter, as collected under provisions of this chapter, shall be paid to the city garbage collector as compensation for services.
