In order to prescribe regulations governing conditions hazardous to life and property from fire, hazardous materials or explosion,  that certain code and standards known as the Uniform Fire Code, including Appendix Chapters I through VI inclusive, and the Uniform Fire Code Standards published by the Western Fire Chiefs Association and the International Conference of Building Officials, being particularly the 1991 Edition thereof, and the whole thereof, except as specifically repealed or amended by an ordinance of the city, is adopted and made a part of this code by reference as though set forth in this chapter at length.
