The company will complete necessary headend improvements, GO95 engineering and commence to upgrade the distribution system serving the city with a minimum channel capacity of fifty-four channels, two-hour standby powering through the distribution system within the city and at the headend site, and an emergency audio override system to provide notification of an emergency or disaster. The system upgrade will be completed by the company within ninety months from the date of execution of any franchise agreement. (Ord. 496 § 2 (part), 1993)
