The following developments are exempted from payment of the fee required by this chapter:

    A.    Attraction land uses listed in Section 3.46.020F that are located in fee zones 2-7. These developments have the effect of reducing trips into fee zone 8 and thus help reduce traffic impacts on the project locations in fee zone 8.

    B.    The reconstruction of any building so long as the reconstructed building both continues a use of the same category as the prior use and generates the same or fewer trips as the original building. (Ord. 591 (part), 2001)
