All members of the commission shall be appointed by the mayor with the consent by majority vote of the city council. Initial appointments shall be made not later than January 1, 1999, and shall be for the following terms: two for a two-year term and three for a four-year term. Thereafter, all appointments shall be for four-year terms and shall expire four years from the date of appointment. The youth alternate shall serve a two-year term.
