The Grass Valley City Charter, Article VI, Section 9 provides that the city council may determine the annual compensation of the mayor, vice mayor and councilmembers by ordinance. Compensation may not exceed the maximum amounts permitted by the applicable provisions of the California Government Code relating to compensation of councilmembers in general law cities of comparable size.
