In order to provide a just, equitable and practical method, to be cumulative with and in addition to, any other remedy provided by the building code, housing code or otherwise available at law, whereby buildings or structures which from any cause endanger the life, limb, health, morals, property, safety of the general public or their occupants may be required to be repaired, vacated or demolished with the city, the Uniform Code for the Abatement of Dangerous Buildings, 1997 Edition, prepared and published by the International Conference of Building Officials (ICBO), except as specifically repealed or amended by ordinance of the city of Grass Valley, is adopted and made part of this chapter by reference as though set forth in the chapter at length.
