Applications for tree removal permits in conjunction with discretionary development projects shall not be issued by the director of public works until final approval of site development plans or building permits by the approving body. The tree removal permit applications may be considered concurrently with the site development plans or building permits. Any condition imposed by the approval body (planning commission, city planner, design review board or city council) relating to retention or replacement of trees, shall be incorporated into and made a part of the improvement standards for the grading and/or building permit.
