A.    The street and sidewalk dedication and improvement provisions of this chapter shall not apply to building permits for additions and accessory buildings incidental to a residential building existing on the lot if such additions and accessory buildings have less than three hundred square feet as a total cumulative floor area.

    B.    No improvements or dedication requirements of this chapter shall be required when the planning commission has held a public hearing on a proposed project and did not require such improvements or dedications. (Prior code § 21-15)
