Upon failure of the owner of adjoining premises to construct or repair the sidewalk after notice given pursuant to Section 12.08.040, within a period of two weeks, the director of public works shall have such sidewalk constructed or repaired, on behalf of the city, in which case the sum so spent shall become a lien on such adjacent property and may be collected from such owner by a personal action on behalf of the city.
