Any operator's permit issued pursuant to this chapter shall expire three years from the date of issuance unless otherwise renewed or if the person so permitted ceases to operate, own or lease the subject vehicle.  All applications for renewal shall be accompanied by the appropriate fee as established by resolution of the city council from time to time.  (Ord. 486 § 4 (part), 1992:  prior code § 13-13.7)
