The city council, on the basis of engineering traffic surveys, expressly finds that the prima facie speed limits, as set forth in Sections 10.44.050 through 10.44.070, upon those certain designated portions of public highways are more than is reasonable and safe and that the prima facie speed limits upon the portions of the public highways designated in Sections 10.44.050 through 10.44.070, are most appropriate to facilitate order and movement of traffic and are reasonable and safe.  (Ord. 486 § 4 (part), 1992:  prior code § 13-11)
