The common seal shall be of not less than one and three-fourths inches in diameter with the following inscription on it at the edge of the stamping and embossing part of it:

    “City of Grass Valley” and “Nevada County, Calif.” between two stars; within which and occupying the center of the circle is a picture depicting a rustic log cabin and in the foreground a team of horses pulling a wagon with a man driving same. Within the inner circle at the top of the circle is noted: “Inc’ d March 13, A.D. 1893” similar to the following:
