Grass Valley's Housing Element is a comprehensive housing document that examines the City's housing needs from the present to the year 2009. The Housing Element is one of the chapters of the City's 2020 General Plan and is required to be updated by State law by December 31, 2003. 

The Housing Element will identify housing needs for current and future residents at all income levels and contains the City's strategy for meeting those needs. The goals, policies and priorities contained within the draft version of the Housing Element were developed with the input obtained at two public meetings conducted by the Planning Commission on May 20 and June 23, 2003.
