Downtown Parking and Business Improvement District

The Grass Valley Downtown Association is made up of business owners in the downtown area of Grass Valley. It administers the assessment funds through itís program of economic development which includes Design, Economic Restructuring, Promotions and an Organizational structure headed by a Board of Directors made up of business owners and/or employees within the District.  All businesses located in the downtown parking & business improvement district are required to pay an annual assessment fee. 

The downtown district is divided into two separate zones, specifically Zone 1 and Zone 2.The annual assessment is based upon the number of employees, the type of business, and location either in Zone 1 or 2.   The assessments will be billed at the first of each year.  A minimum of one-half (50%) of the assessment is due the first day of January.  The balance of the assessment is due on the first day of June. Any business which has not paid the first half of the assessment by January 31 and the second half by June 30 will be subject to 10% penalties per month computed at a 10 employee minimum.
