Utility Billing/Customer Service

The City of Grass Valley provides water and sewer services depending on the location of your property. In some instances your water may be supplied by Nevada Irrigation District but the City will supply your sewer service. If you are a new resident to the City of Grass Valley, there is a Utility Service Application form to complete and return to the City of Grass Valley in order to establish services with the city.

Billing for City of Grass Valley services are done on a bi-monthly basis. To inquire as to your billing cycle, or Water and Sewer Rates, please click on the link or call our office. Bills are mailed the beginning of the month and are due and payable upon receipt. If bills remain unpaid forty-five days after the billing date, service may be discontinued.  Prior to the discontinuance of service a reminder will be mailed to the property owner and a notice delivered to the service location. The notice will be delivered two days prior to the discontinuance date and a $50.00 fee will be charged for such notification. If a service is discontinued, a penalty of 25% of the delinquent amount will be added to the account.  The account must be paid in full and a $20.00 service turn on fee paid prior to restoration of service.

The City of Grass Valley City Council authorized a discount on water and wastewater charges for low income residential users.   A 15 % discount will be applied to residential users whose total annual household income is below the federal poverty level.  Application for such discount must be made annually.  Click to download the Low Income Discount Application.

All new TENANTS requesting to open a water or water/sewer account with the City of Grass Valley must choose one of the three “OPTIONS” on the Utility Service Application. Please read instructions for Reading Water Meter if a read is required before you move in or as you are moving out.

• If “Option I” is chosen a current (no more than 30 days) credit report must be supplied. Only customers with good credit worthiness will be considered for this option.

• If “Option II” is chosen a deposit of $200.00 must be paid. (Deposits are not required on sewer only accounts) The deposit will be held until services are discontinued and applied to the final balance.  Please submit a Refund form signed and include forwarding addressed to receive any balance due.

• If “Option III” is chosen the property owner must sign the Utility Service Application. All “sewer only” applications must have the tenant and owners signatures.
