NOTICE OF COMPLETION AND AVAILABILITY OF A MITIGATED NEGATIVE DECLARATION FOR DEVELOPMENT REVIEW AND MINOR USE PERMIT APPLICATIONS 13PLN-04:  Initial Study / Negative Declaration

Project Description
:  The proposed project includes the development of 120 affordable senior housing units in two phases.  Phase one includes a two-story building with 64 units, a two-story building with 16 units, and a 3,300 sq. ft. community building.  Phase two includes an additional 40 unit, two-story building.  The use permit application is a request for a density bonus to allow 12 additional dwelling units, above the 108 units allowed by the General Plan.  The applicant proposes 57 units to be set aside for very low income residents and 63 units for low income residents.

A new road off Bennett Street is proposed that will connect with Railroad Avenue and provide access to the Iron Horse I project to the west.  The roadway will extend through several properties, as well as a portion of unincorporated Nevada County.  To date, only that portion of the roadway providing access to the warehouse building has been constructed.  The project site has three access points to the new road.  The lower access road contains a circular turnaround, while the upper two points provide a through connection to the new road.  There are 140 parking spaces, 60 of which will have covered carports.
