The Building Division has online 'over-the-counter' Building Permit Applications available. Point to "Forms & Fees" under "Building Division" to the right or HERE. Completed forms and plans must be submitted at the counter in City Hall.


WHAT IS THE COMMUNITY DEVELOPMENT DEPARTMENT?
The Community Development Department (CDD) provides a wide variety of development services to the community. Development functions are divided into three divisions: Planning, Building, and Redevelopment (Affordable Housing). These three divisions play an integral role in helping to guide and shape the physical development of Grass Valley. The Community Development Department is located in City Hall of the City of Grass Valley at 125 E. Main Street. The Department is open Monday through Thursday, 8:00 a.m. to 5:00 p.m. City Hall is currently closed on Fridays.  The phone number for the Department is (530) 274-4330.

Planning Division  The Planning Division provides information on land use, zoning and development standards and processes applications for land use permits and land divisions. The Planning Division also performs long-range planning activities, including the implementation of the City 2020 General Plan.

Building Division  The Building Division reviews building permit applications for compliance with state and local building codes (structural, electrical, mechanical, plumbing and energy efficiency) and provides inspection services for all building-related construction. The Building Division also administers the City's Code Enforcement program. 

Redevelopment (Affordable Housing)  The Redevelopment Agency works toward enhancing the economic vitality of the community as well as removing blighted conditions within the City.  The Agency works with the community in the preservation and construction of affordable housing.

An essential function of the Community Development Department (CDD) is to provide the public with information and guidance concerning development, General Plan policies, zoning district regulations, permit procedures, floodplain boundaries, signage requirements, property information, growth trends and other information on the community. The intent of our website is to provide the public with the ability to access information on the present trends and future goals of Grass Valley. You can find information about future meetings of the Planning Commission, Historical Commission and Development Review Committee by viewing agendas. You can also find information on Planning application forms and fees.  We hope you will use this site to answer any questions or learn more about what is occurring in your town.
