ADOPTED NEGATIVE DECLARATIONS: July 2010 to Current
MILCO PROJECT: The 7.73 acre Milco Project is located south of Whispering Pines Lane and west of Crown Point Circle next to the Whispering Pines Business Park (APNs 09-680-50, 09-680-53 and 09-680-49). The property is currently located within the County boundaries, with the eastern property line abutting the City limits. The project consists of the following four applications: 1. An annexation (10PLN-19) of the entire 7.73 acres into the City of Grass Valley which is within the Sphere of Influence for the 2000-2005 time horizon. Also includes annexing 7.52 acres into the Nevada Irrigation Water District (APN's 09-680-50 and 53). 2. A prezoning (10PLN-20) of the site to M-1 (Light Industrial / Manufacturing) to allow the type of proposed development consistent with the adjacent parcels. 3. A general plan amendment (10PLN-21) to change the proposed general plan from BP (Business Park) to M-I (Light Industrial / Manufacturing) in order to be consistent with the surrounding parcels and zoning designation. 4. Development Review (10DRC-19) for the construction of three, single-story light industrial buildings on the site. The buildings total 57,315 square feet and the project includes 169 parking spaces, a bocce ball court, horseshoe pit area and picnic area. Landscaping includes the use of boulders and shrubs throughout the site and shade trees located in the parking lot and around the buildings.
CARDLOCK PROJECT: The 1.84 acre Cardlock Project site is located at 335 Railroad Avenue (APN 09-240-02, 03, 26) in the M-1 Zoning District. The proposed project consists of a Development Review Application (11PLN-05) to redevelop an existing gas station / bulk fuel distribution facility. The project includes the removal of the four existing buildings; three, above-ground and ten, below-ground gas tanks; all gas distribution equipment; and debris and materials from the site. The redeveloped site will include a 5,040 square foot building; a 510 square foot covered storage area attached to the building; 11 fuel dispensers; five 20,000 gallon avoce-ground fuel tanks, and related site improvements. The fuel tanks will be enclosed within a four-foot tall concrete block wall. A four foot tall chain link fence with 1'6" high barbed wire will be on top of the fuel tank enclosure. An 8'-6" tall open ornamental fence and gate system with sections of corrugated tin will separate the bulk storage, loading and filling racks, and a portion of the siding, and a brick wainscot. New landscaping, curb, gutter, and sidewalk will be provided along Railroad Avenue. A monument sign is proposed to replace an existing 30-35' tall pole sign. The applicant proposes to enhance the riparian corridor and provide an area for a potential trail along Wolf Creek.
BERRIMAN RANCH PROJECT: The 121 acre Berriman Ranch Project site is located west of Taylorville Road and east of the Gazebos and Carriage House residential projects (APN 22-140-03 and 22-160-03). The property is located in the County, with the northern property line and portions of the western property lines abutting the City limits. The project consists of the following four applications: 1. An annexation (10PLN-03) of the entire 121 acres. This includes an amendment ot the Sphere of Influence time horizon from 2016-2020 to 2006-2010. 2. A prezoning (10PLN-05) of the land from the County's R2, C2, and RA 1.5 zoning districts to the City's RE (Estate Residential) zoning district. The RE zoning district is consistent with the City's General Plan Urban Estate Density residential land use designation, which is applied to this property. 3. A tentative map (10PLN-06) for 30 single-family residential lots on approximately 10 acres located at the northwest corner of the property. The proposed lots range in size from 5, 102 to 14,315 square feet. The 10-acre development area includes three common lots (A, B, and C). Lots A and B include landscaped areas, picnic area, benches, raised garden beds, and a small orchard. Lot C includes a buffer area between the homes and the Gazebos development and the commercial shopping center to the north, and includes a 10-foot wide paved path that provides access to the Kmart shopping center. 4. A planned development (10PLN-04) to allow clustering of the homes, and the reduction in lot sizes and setback standards. The building plans show all the homes as one-story in height with two-car garages.
HABITAT FOR HUMANITY PROJECT: The 2.56 acre Habitat for Humanity project is located on the north side of Joyce Drive on two contiguous parcels. (APN’s 29-270-32 and 29-280-13). The project consists of the following two applications:
1. A Planned Development (10PLN-01) and 2. A Tentative Map (10PLN-02) for sixteen (16) residential units. Three (3) of the units are proposed to be single story with the remaining thirteen (13) to be two-stories. These would consist of nine (9) 4- bedroom units, four (4) 3-bedroom units, and three (3) 2-bedroom units on 2.56 acres. Four (4) of the 4- bedroom units would be built as attached duplexes with the remaining twelve (12) units as detached single family dwellings. All units include single car garages with parking in the driveways. The driveways are designed to be 20 feet in length or greater to allow for additional guest parking. |
