D.        INTRODUCTIONS AND PRESENTATIONS

1.          National Hospice and Palliative Care Month – November 2018 Proclamation

             RECOMMENDATION: Mayor to present the proclamation to Viv Tipton, Executive Director of Hospice of the Foothills.

 

E.        PUBLIC COMMENT – There is a time limitation of three minutes per person.  For any items that are not on the agenda and within the jurisdiction or interest of the City, please come to the podium at this time and speak into the microphone.  If you wish to speak regarding a scheduled agenda item, please come to the podium when the item number and subject matter are announced and speak into the microphone. When recognized, please begin by providing your name and address for the record (optional).  Anyone wishing to submit written information at the meeting needs to furnish   ten (10) copies to the City Clerk in advance to allow for distribution to City Council, staff and the media.

 

F.         CONSENT ITEMS – All matters listed under the Consent Calendar are to be considered routine by the City Council and will be enacted by one motion in the form listed.  There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, members of the Council, staff or the public request specific items to be removed from the Consent Calendar for separate discussion and action (roll call vote).

 

2.         Approval of the Action Minutes of the Special Closed Session and Regular City Council Meeting of October 23, 2018

            RECOMMENDATION: Approve minutes as submitted.

 

3.         Local Emergency Proclamation

       RECOMMENDATION: Continuance of proclamation declaring a Local State of Emergency due to extreme weather.

 

4.         Ocean Avenue Sewer Replacement Project – Final Acceptance

        RECOMMENDATION: That Council 1) accept the Ocean Avenue Sewer Replacement Project as complete, and 2) authorize the Assistant City Engineer to file a Notice of Completion with the County Recorder.

 

5.         Agreement with Nevada County Probation for AB109 Officer services on a .5 FTE basis

            RECOMMENDATION: That Council 1) approve the agreement between the City of Grass Valley and the Nevada County Probation Department for Assembly Bill 109 Police Officer Services, and 2) authorize the Finance Director to make any budget amendments, budget transfers, and personnel allocation changes as necessary.

 

6.         Grass Valley Entrance Sign and Firefighter Memorial Bell Tower – Award Contract

            RECOMMENDATION: That Council 1) award a contract for the Grass Valley Entrance Sign and Firefighter Memorial Bell Tower to Deschaine Enterprises, Inc. 2) authorize the Mayor to execute the construction contract, subject to legal review, 3) authorize the Assistant City Engineer to approve the contract change orders up to 19 % of the contract amount.

 

G.        ITEMS REMOVED FROM CONSENT CALENDAR FOR DISCUSSION OR SEPARATE ACTION AND / OR ANY ADDED AGENDA ITEMS

 

H.        PUBLIC HEARING

 

7.         Public Hearing to consider a report for abatement costs and placement of those costs on the tax roll for 224 North Church Street, APN 008-310-020.           

        RECOMMENDATION: Adopt the attached resolutions 2018-73 and 2018-74 to: 1) impose a special assessment on the tax roll for Assessor’s Parcel Number 008-310-020 for abatement costs of $34,745.61, and 2) request the Nevada County Auditor-Controller collect that assessment for the City.

 

8.         2018 City of Grass Valley Strategic Plan (Final Draft)

            RECOMMENDATION: That Council review and approve the Final Draft of 2018 City of Grass Valley Strategic Plan.

 

  1. ADMINISTRATIVE

 

9.         Self-Contained Breathing Apparatus (SCBA)

            RECOMMENDATION: That Council 1) Approve the purchase of 24 Self Contained Breathing Apparatus ($6963.75 each) and 48 SCBA bottles ($1253.25 each), not to exceed $247,000.00 in conjunction with our partner agencies through an approved Fire GPO vendor, 2) approve the Finance Director to complete the necessary budgetary adjustments, and 3) approve the Fire Chief to enter into agreement for purchase of SCBA’s pending legal review.

 

10.       Review of the 2019-2027 Regional Housing Need Allocation (RHNA) Plan for the City of Grass Valley prepared by the State of California Housing and Community Development Department         (HCD).                                                            

            RECOMMENDATION: Informational only, no action required.

 

11.       Planning Commission Recommendation of the Public Review Draft Energy Action Plan prepared by Sierra Business Council.

            RECOMMENDATION: The Planning Commission recommends that the City Council 1) determine the project Statutorily Exempt as the appropriate level of environment review in accordance with the California Environmental Quality Act (CEQA) and Guidelines, 2) accept the File the City of Grass Valley Energy Action Plan, and 3) adopt a Resolution approving the form and content of the Final Draft Energy Action Plan including implementation of goals, strategies and implementation measures (Attachment 1 Resolution No. 2018-75).

 

12.       Grass Valley Police Officer’s Association – July 1, 2018–June 30, 2020

            RECOMMENDATION: 1) Adopt Resolution No. 2018-76 approving the Labor Memorandum of Understanding for a one-year period beginning July 1, 2018 through June 30, 2020 between the City of Grass Valley and the Grass Valley Police Officer’s Association (Unit 6).
