City Council welcomes you to its meetings, which are scheduled at 7 p.m. on the 2nd and 4th Tuesdays of each month. Your interest is encouraged and appreciated. This meeting is also recorded on audio tape. Council Chambers are wheelchair accessible and listening devices are available. C. INTRODUCTIONS AND PRESENTATIONS
1. Proclamation – Royce, California, and the World: A Conference Sponsored by the Josiah Royce Society and Empirical Magazine August 16-18 2013 in Grass Valley, California
RECOMMENDATION: Mayor to present the proclamation

E. CONSENT ITEMS – All matters listed under the Consent Calendar are to be considered routine by the City Council and will be enacted by one motion in the form listed. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, members of the Council, staff or the public request specific items to be removed from the Consent Calendar for separate discussion and action (roll call vote).
2. Approval of Action Minutes of the Regular City Council Meeting of July 9, 2013 and the Closed Session Special Meeting of July 16, 2013
RECOMMENDATION: Approve Minutes as submitted.
3. Warrant Register
RECOMMENDATION: Approve warrant disbursements in the amount of $2,334,678.46 for the period July 1, 2013 through July 16, 2013.
4. Investment Reports for April 2013
RECOMMENDATION: Approve Monthly Statement of Investments for March 2013
5. Creation of a fund and approval of a Budget Transfer to facilitate the use of First Time Homebuyer Program funds awarded March 20, 2013
RECOMMENDATION: Approve the Creation of Fund and Budget Amendment Request in the amount of $500,000 for the purpose of initiating and completing the First Time Homebuyer Grant Program.
6. Railroad Avenue Lift Station Improvement Project – Authorization to Bid
RECOMMENDATION: That Council 1) approve the findings that the project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) ; and 2) authorize the advertisement for bids
7. Modification to Standard Detail ST-19 for the Gold Country Village Project
RECOMMENDATION: That Council approve modification of Standard Detail ST-19 for the new portion of Bennett Street associated with Use Permit 12PLN-14.
8. Yearly Service Agreements for Police Department Operations
RECOMMENDATION: Approval of Yearly Service Agreements for Radio Service and Computer Aided Dispatch and Records Management Systems Support, Public Safety Dispatch Services, Copier Lease, and Copier Maintenance for FY13-14, in the total amount of $368,334
9. Impact Fee Payment Deferral Agreement for 123/125 Mill Street, Grass Valley
RECOMMENDATION: Authorize the City to enter into an agreement to defer the payment of City impact fees and for the City Administrator to sign the agreement subject to legal review for construction (remodel and expansion) of the building located at 123&125 Mill Street, Grass Valley CA.

G. PUBLIC HEARING
10. Public hearing and resolution (TEFRA hearing and resolution) related to the proposed tax-exempt bond financing for a multifamily housing project proposed by Ionic Enterprises
RECOMMENDATION: Approve Resolution 2013-46 which approves the issuance of multifamily housing revenue bonds by the California Statewide Communities Development Authority (CSCDA).
11. Amend Municipal Code Chapters - 13.04 Water Service System and 13.12Sewer Services System.
RECOMMENDATION: That Council: 1) review the proposed ordinances to amend Municipal Code Chapters - 13.04 Water Service System, and 13.12 Sewer Service System, updating portions of these chapters to reflect current billing duties, employee position titles, standardizing requirements between water and wastewater, and updating current backflow preventer requirements; 2) obtain public input; 3) waive the reading in its entirety and read by title only; and 4) introduce an ordinance to amend Municipal Code Title 13, Public Services, Chapters - 13.04 Water Service System, and 13.12 Sewer Service System.
12. Grass Valley Retail Focus Group Report
RECOMMENDATION: Receive and file Grass Valley Retail Focus Group Report with Appendices A-F, and provide direction as to the short term steps.
