RECOMMENDATION: Mayor present proclamation.

2. Sage Leadership Project
RECOMMENDATION: Approve City support and endorsement of the Sage Leadership Project


3. California Preservation Foundation May 2010 Conference Support
RECOMMENDATION: Approve City support and endorsement of California Preservation Foundation conference “Preserving a Sense of Place - the Sierra Nevada” and allow the use of the City’s name in supporting the May 2010 conference to be held in Grass Valley and Nevada City.

4. Approval of Action Minutes of the Regular Meeting of November 10, 2009
RECOMMENDATION: Approve Minutes as submitted.

5. Warrant Registers
RECOMMENDATION: Approve warrant disbursements in the amount of $1,568,980.78 for the period October 31, 2009 through November 13, 2009.

6. Investment Reports for September 2009
RECOMMENDATION: Approve Monthly Statement of Investments for September 2009

7. Approval of agreement with Wahlstrom & Associates for the preparation of the “Glenbrook Basin Redevelopment Infill Study”
RECOMMENDATION: Authorize the Mayor to execute agreement with Wahlstrom & Associates to prepare the “Glenbrook Basin Redevelopment Infill Study”


8. Wastewater Treatment Plant Administrative Civil Liability Order N0. R5-2003-0089
RECOMMENDATION: That Council authorize the payment of $3,000 to the State Water
Pollution Cleanup and Abatement Account, and authorize the City Administrator to approve any needed budget amendments and/or transfers of Sewer Funds associated with the payment.

9. 2007/2008 Sidewalk Project – Authorize the Public Works Director/City Engineer to Execute
Construction Contracts up to $25,000
RECOMMENDATION: That Council authorize the Public Works Director/City Engineer to execute construction contracts up to $25,000 each for the 2007/2008 Sidewalk Project

10. Annual Chemical Purchase for Sewage Odor Control
RECOMMENDATION: That Council 1) authorize the Public Works Director/City Engineer to execute a purchase order up to $27,200 for Sewage Odor Control Chemicals; 2) authorize the Public Works Director/City Engineer to approve amendments up to 10% of the original agreement amount; and 3) authorize the City Administrator to approve any needed budget amendments and/or transfers of Sewer Funds associated with purchase of Sewer Odor Control Chemicals.

11. Second Reading - Amend Municipal Code Chapter 12.08 – Street and Sidewalk Construction and
Repair and Adopt City of Grass Valley Sidewalk Inspection Program
RECOMMENDATION: By motion, adopt Ordinance No. 711 to amend Municipal Code Chapter 12.08 – Street and Sidewalk Construction and Repair, updating the responsibilities of property owners to repair, maintain, and assume liability relating to sidewalk areas.

I. ADMINISTRATIVE

12. Ordinance No. 708 an ordinance of the City Council of the City of Grass Valley requiring the licensing of tobacco retailers – Second Reading and adoption
RECOMMENDATION: To take the following action: 1) Review modified Ordinance No 708 and 2) Adopt Ordinance No. 708 an ordinance of the City Council of the City of Grass Valley requiring the licensing of tobacco retailers and amending the Grass Valley Municipal Code by adding chapter 5.56 tobacco retailer licensing

13. Resolution establishing accounts, fees and compliance enforcement guidelines for Tobacco Retailer Licenses
RECOMMENDATION: To adopt Resolution No. 2009-94 establishing accounts, fees and compliance enforcement guidelines for Tobacco Retailer Licenses

14. Redevelopment Agency Budget Amendment/Transfers
RECOMMENDATION: Approve budget change to the Redevelopment Agency’s FY2009-10 annual budget to re-allocate adequate funds to cover the potential take by the State of California of an estimated $617,489 for FY2009-10 and $127,130 funds for FY2010-11 and budget transfers for adjusted project funding and authorize the Executive Director to approve transfers.

15. Collaboration Ad Hoc Sub-Committee Assignments
RECOMMENDATION: Appoint two Council Members to serve on each of four “Collaboration Ad Hoc Committees” including: 1) Law Enforcement Services; 2) Dispatch Services; 3) Recreation Services; and 4) Public Works Corporation Yard.
