City Council and /or the Grass Valley Redevelopment Agency welcomes you to its meetings, which are scheduled at 7 p.m. on the 2nd and 4th Tuesdays of each month. Your interest is encouraged and appreciated. This meeting is being broadcast “live” on Comcast Channel 17 and This meeting is being recorded by NCTV and is scheduled for rebroadcast on NCTV Channel 17. Please consult NCTV program listings as to the schedule at www.nevadacountytv.org This meeting is also recorded on audio tape. Council Chambers are wheelchair accessible and listening devices are available. Other special accommodations may be requested to the City Clerk 72 hours in advance of the meeting. Action may be taken on any agenda item. Please turn off all cell phones or similar devices. Agenda materials are available at City Hall, the Grass Valley Public Library or on the City’s web site by clicking on each item’s icon. Staff reports and background information related to regular agenda items are available at City of Grass Valley City Hall, 125 East Main Street, Grass Valley, California at the office of the City Clerk.

The City Council reserves the right to hear items in a different order in order to accomplish business in the most efficient manner.

C. INTRODUCTIONS AND PRESENTATIONS

D. PUBLIC COMMENT – There is a time limitation of three minutes per person. For any items that are not on the agenda and within the jurisdiction or interest of the City, please come to the podium at this time. If you wish to speak regarding a scheduled agenda item, please come to the podium when the item number and subject matter are announced. When recognized, please begin by providing your name and address for the record (optional). Anyone wishing to submit written information at the meeting needs to furnish ten (10) copies to the City Clerk in advance to allow for distribution to City Council, staff and the media.

E. BRIEF REPORTS BY COUNCIL MEMBERS

F. CONSENT ITEMS – All matters listed under the Consent Calendar are to be considered routine by the City Council and/or Grass Valley Redevelopment Agency and will be enacted by one motion in the form listed. There will be no separate discussion of these items unless, before the City Council and/or Grass Valley Redevelopment Agency votes on the motion to adopt, members of the Council and/or Agency, staff or the public request specific items to be removed from the Consent Calendar for separate discussion and action (roll call vote).

1. Approval of Action Minutes of the Regular Meeting of August 11, 2009
RECOMMENDATION: Approve Minutes as submitted.


2. Warrant Registers
RECOMMENDATION: Approve warrant disbursements in the amount of $833,364.35 for the period August 1, 2009 through August 14, 2009.


3. Amend Municipal Code Section 12.24 – Street Naming and Numbering
RECOMMENDATION: That Council: 1) waive the reading of the ordinance in its entirety and read by title only; and, 2) adopt Ordinance No. 709 to amend Municipal Code Title 12, Streets, Sidewalks and Public Places, Chapter 12.24 – Street Naming and Numbering, adding Section 12.24.150.

4. Abandonment of the Annexation of Morgan Ranch West to the Residential Landscaping and Lighting District No. 1998-2
RECOMMENDATION: That Council adopt Resolution No. 2009-79 abandoning the proceedings for the proposed annexation of Morgan Ranch West to the Residential Landscaping and Lighting District No. 1998-2.


5. No Parking Zone Modification – Mainhart Drive
RECOMMENDATION: That Council Adopt Resolution No. 2009-80 to modify a parking zone on Mainhart Drive per the Traffic Safety Review Committee’s (TSRC) recommendation.

6. Conditionally Accept Public Improvements and Accept Offer of Dedication from Litton East Partners, LLC, for their Project at 180 Litton Drive.
RECOMMENDATION: That Council: 1) conditionally accept the public improvements on Litton Drive completed as part of the conditions of approval for the AJA Video project at 180 Litton Drive; 2) accept an offer of dedication for an additional section of Litton Drive.


G. ITEMS REMOVED FROM CONSENT CALENDAR FOR DISCUSSION OR SEPARATE ACTION AND / OR ANY ADDED AGENDA ITEMS

I. ADMINISTRATIVE

7. New Utility Bill Format
RECOMMENDATION: Receive and file an informational update on the outsourcing of the utility bill printing and mailing service.

8. Feasibility Study for Expanding and Amending Redevelopment Project Area to include portions of Glenbrook Basin and northeast Grass Valley. RECOMMENDATION: Allow for presentation by City Staff and consultant team on findings of Feasibility Study and, via motion, accept the findings of the Feasibility Study and provide direction to initiate an amendment to Redevelopment Agency for expanding area to include portions of Glenbrook Basin and to increase the cumulative debt limit. (Redevelopment Agency Item)

9. Status Report on Development Applications / Projects pending before the City
RECOMMENDATION: This item is informational; no action is necessary.
