TRAFFIC SAFETY REVIEW COMMITTEE MEETING WEDNESDAY, JUNE 4, 2008
MINUTES
1.0 Call to Order - 3:00
Roll Call Committee members John Foster, Vice Chairperson; Tim Kiser, and Gary Emanuel were present; also present were Richard FitzHugh, Public Works Superintendent; Brian Hooper, Traffic Officer; Trisha Tillotson, Senior Civil Engineer and Debbie Watkins, Administrative Clerk.
2.0 Informational Items or Brief Reports by Committee Members - NONE

4.0 Approval of Minutes April 2, 2008. Motion made by Emanuel to approve the minutes; second Kiser. Passed 3/0/0/2
5.0 Staff Reports -
5.1 Regular Police Report Report unavailable due to personnel matters.
5.2 Traffic Calming Budget Report Report included in packet; will be applying for Safe Routes to School grant money.
5.3 TSRC Correspondence Log - Correspondence has been light this year. There are 11 completed items and 3 pending.

7.1 Request for No Parking Zone on Colfax Avenue
Tillotson summarized the staff report along with comments made by residents unable to attend the meeting.
Public comment from Barbara Barr, owner 438 & 440 Colfax Avenue; this area is desperate for parking spaces, cross walk is a problem, eliminating the parking spaces would improve the problem, but would leave us more desperate. Has agreement with Thai Restaurant and is compensated for her customer parking spaces. If people would obey the 25 mph probably would not be a problem (for pedestrian crossing).
Emanuel reviewed the area. There was a pick up in the spot and his opinion is that removal of one spot is reasonable.
Fitzhugh: Caltrans maintains the striping on Colfax Avenue; PW has had to do some work on Oak street behind the backstop.
Hooper: red zone needs to be restriped, the problem is people come around the curve and delivery trucks parked for Summer Thyme obstruct their vision of pedestrians in the crosswalk. Speeding is a problem in this area as well.
Motion made to spruce up the existing red portion that is there and have staff write a letter to Caltrans requesting additional pavement delineation and based on that response leave it to the City Engineering Division to determine whether that first parking spot should be removed. Motion made by Kiser, second by Emanuel. Passed 3/0/0/2
Healy: why dont we bypass Caltrans and just do it, then charge them the hours in our maintenance agreement. Kiser, yes, do it.
Amend motion to the fact that somehow striping will be put on the pavement; either Caltrans or City staff. Will analyze that and based on the results, will look at removing parking after that.
Kiser: Parking is a critical issue, but safety of pedestrians is also critical.
7.2 Request for No Parking Zone on Richardson Street
Tillotson summarized the staff report along with comments made by residents unable to attend the meeting. No additional public comment.
Committee members have had a chance to review this request, no questions; no public against it.
Motion made to paint the red curb by Kiser, second Emanuel. Passed 3/0/0/2
