MEETING AGENDA CITY OF GRASS VALLEY PLANNING COMMISSION Gloria S. Hyde, Chairman Eleanor Kenitzer TUESDAY, MAY 17, 2005 The Planning Commission welcomes you to its meetings, which are scheduled at 7:00 p.m. on the third Tuesday of each month. Your interest is encouraged and appreciated. This meeting is being broadcast live on local cable Public Affairs Channel 14 and is scheduled to be rebroadcast on Channel 14 at 7:00 p.m. the following Friday and Sunday. This meeting is also being recorded on audio and video tapes. The location of this meeting is wheelchair accessible and listening devices are available. Other special accommodations may be made upon request to the City Clerk 72 hours in advance of the meeting. 1.0 CALL TO ORDER 7.0 CONSENT ITEMS - (roll call vote) All matters listed under consent calendar are to be considered routine by the Planning Commission and will be enacted by one motion in the form listed. There will be no separate discussion of these items unless, before Planning Commission votes on the motion to adopt, members of the Commission, staff or the public request specific items be removed from the consent calendar for separate action. 8.0 HEARINGS 8.1 Development Review Application (04DRC-76) and Use Permit (04PLN-49) for Epic Wireless Group, Inc for the construction and installation of a 120 foot monopole for wireless communication services and the installation of a prefabricated storage building to house a backup generator located at 119 East McKnight Way (APN 29-320-15) in the M-1 (Light Industrial) Zoning District. Environmental Assessment: Negative Declaration prepared. View Staff Report 8.2 Tentative Map Application (05PLN-014) and Development Review Application (05DRC-06) for Chris Wier to create two parcels and construct a 1,957 square foot office building located at 447 South Auburn Street (APN 29-161-20) in the C-1 (Community Business) Zoning District. Environmental Assessment: Categorical Exemption. View Staff Report 8.3 Tentative Map Application (05PLN-07) and Planned Unit Development Application (05PLN-08) for Jim Pack and Patty Puckett to create 11 parcels for eleven (11) detached single family residential units, four (4) secondary residential units over garages and one common area located on 1.36 acres at 634 Town Talk Road (APN 35-550-03) in the R-3 (Multiple Family) Zoning District. Environmental Assessment: Negative Declaration prepared. View Staff Report
9.1 STUDY SESSION: Berg Heights Draft Environmental Impact Report. The purpose of this study session is to introduce the project and review the Draft Environmental Impact Report (EIR) for Development Review Application (04DRC-05), Rezoning (04PLN-22), Tentative Map (04PLN23) and Planned Unit Development (04PLN-23) for the “Berg Heights” project. The 9.90 acre site is located at 2521 Ridge Road (APN’s 08-090-35, 37, & 38) in the R-1 (Single Family Residence) Zoning District. The project proposes to create 122 residential lots and common areas; development of 122 residential units consisting of detached single family residences and duplexes, development of a community center, linear parks and related improvements. The Rezoning application changes the R-1 (Single Family Residence) District to R-3 (Multiple Family Residence) District consistent with the City’s 2020 General Plan Land Use Designation of Urban High Density. The primary focus of this study session is to review the Draft EIR and solicit comments from the Planning Commissioners and members of the public. View Staff Report
