MEETING AGENDA CITY OF GRASS VALLEY PLANNING COMMISSION Gloria S. Hyde, Chairman Eleanor Kenitzer TUESDAY, APRIL 19, 2005 The Planning Commission welcomes you to its meetings, which are scheduled at 7:00 p.m. on the third Tuesday of each month. Your interest is encouraged and appreciated. This meeting is being broadcast live on local cable Public Affairs Channel 14 and is scheduled to be rebroadcast on Channel 14 at 7:00 p.m. the following Friday and Sunday. This meeting is also being recorded on audio and video tapes. The location of this meeting is wheelchair accessible and listening devices are available. Other special accommodations may be made upon request to the City Clerk 72 hours in advance of the meeting. 1.0 CALL TO ORDER 7.0 CONSENT ITEMS - (roll call vote) All matters listed under consent calendar are to be considered routine by the Planning Commission and will be enacted by one motion in the form listed. There will be no separate discussion of these items unless, before Planning Commission votes on the motion to adopt, members of the Commission, staff or the public request specific items be removed from the consent calendar for separate action. 7.1 Request for a one year extension of application number (05DRC-07) for Nevada City Engineering for Development Review Application (DR03-19) and Use Permit (UP03-14) which were previously approved on April 13, 2004 by the Grass Valley City Council for the construction of 67 single family residences located at 624 Whiting Street (APN 29-340-01) in the C-2 (Central Business) Zoning District. 8.0 HEARINGS 8.1 Tentative Map Application (04PLN-30) for Charles Stevens for the division of an existing parcel into three (3) parcels located at 160 Ventana Sierra Drive (APN 35-140-18) in the R-1 (Single Family) Zoning District. Proposed Environmental Assessment: Negative Declaration (as directed by City Council on February 22, 2005). 8.2 Development Review Application (04DRC-37) Planned Unit Development (04PLN-22) Tentative Map (04PLN-21) Use Permit (04PLN-23) of Sierra Terrace, LLC to subdivide a 2.29 acre lot into 28 residential lots and common spaces, specifically for six duplexes, three fourplexes, and one four unit condominium, located behind 130 Berryhill Drive, (APNs' 08-170-65 and 09-190-36) in the C-2 (Central Business) Zoning District. Proposed Environmental Assessment: Negative Declaration.
9.0 NON PUBLIC HEARING ITEMS – 9.1 Review of landscape plans for Morgan Ranch West as required by the Conditions of Approval for Annexation A99-01, General Plan Amendment GPA 01-01, Prezoning / Specific Plan Amendment SPA 01-01, and Tentative Map TM 01-10. The landscape plan covers a strip of land sized at 12’ x 160’ which would front the re-aligned Slate Creek Road. Environmental Assessment: Final Environmental Impact Report adopted on March 23, 2004.
